Notes from a meeting held on Monday 1st September 2014
Present: Mr C. Sayer, Mr D. Sayer, Mr K. Jones, Mr A. Bolderston and in the Chair Mr A. J. Pryke. Mr P. L. Dilloway (Clerk), Mr G. Bainbridge (District Councillor) and 1 member of the public Meeting Open to the Public
Gordon Bainbridge said that sadly, the Conservative party had selected him to stand in a different ward at the May elections. It was not a decision which he liked or supported. Our ward will merge with Upper Wensum and also add several parishes. The ward will be covered by two district councillors equally.
It was reported that the grass verge around the phone box is in need of cutting also some hedges along Whitwell Road are overhanging the highway.
The road closure signs used along the Reepham road have been left on the verge.
The Nowhere Lane sign at Whitwell Road has been stolen again. The Well Lane sign near Manor Farm has been badly damaged.
Matters arising from the minutes.
Lyng & District Village Hall. AB advised that planning permission had been received and a lower cost build (£700K) has been put forward for a lottery grant. The teams are ready and waiting to hear if their bid has been successful.
Village Green. DS said that he had instructed his solicitor to draw up a draft agreement for the green.
The land will be held in perpetuity by a Custodian Trustee and managed by Management Trustees from representative groups.
Community Car Scheme. After discussion, the general view is that a scheme is unlikely to be used to any great extent. AB & KJ will arrange for a leaflet drop & posters, perhaps in conjunction with Hill & Vale magazine, to help identify both potential users and volunteer drivers. The matter will considered further when the results are known.
Car Park fees — Sparham Pools (payment of £75 received from Norfolk Wildlife Trust)
Auditor's Report. The Auditor had noted that the precept grant of £l04 had been wrongly included as part of the precept rather than general income. The Clerk advised that 85% of Councils had shown the grant in the same way.
Planning Matters Informative.
3PL/2014/0582/F - Anglian Water — Borehole kiosk on land opposite council houses, Fakenham Road. Permission granted. 3PL/2014/0583/F - Hill Barn Home - Six assisted living units in conjunction with existing residential care home. Permission refused. 3PL/2014/0664/F - 2 Church Farm Bungalows Whitwell Road - Demolition of extg dwelling (retrospective) & erection of detached dwelling, double carport & assoc. driveway. Awaiting decision.
3SR/2014/0005/SCR - Land adjacent Fakenham Road to School Road, Reepham - New water pipeline from land adjacent Fakenham Road, Sparham to School Road, Reepham. Awaiting decision.
Planning Matters for Consultation
3PL/2014/0572/F - Hill Barn Home - Proposed alterations and extensions. Members discussed the application and had no objection to the proposal provided that adequate extra parking could be included as a condition.
